Secretary Bowen,

I'm the technical director of Draft Gore 2008 Political Action Committee,
a non-connected PAC under FEC rules, and I write to request California's
candidate's requirements for ballot access. I recall that at one point a
means of ballot access was by petition within a limited window, with the
general rule being the judgement of the Secretary of State's office that
a candidate was campaigning, which may have been somewhat subjective.

We are somewhat unique, being a non-connected (draft) PAC, not a connected
PAC with an announced candidate.
